Red Flag Rule Delayed for Third Time by FTC
The Federal Trade Commission has further delayed implementation of the Red Flags Rule until November 1, 2009 in order to provide more education about compliance and offer additional resources and guidance to clarify whether businesses are covered by the rule and what they must do to comply.
The Red Flag Rule is an anti-fraud regulation, requiring "creditors" and "financial institutions" with covered accounts to implement programs to identify, detect and respond to the warning signs, or "red flags," that could indicate identity theft. Optometrists who do not require payment in full at the time of service are included in the list of creditors.

AOA/SDOS Honors Rep. Herseth Sandlin with 2009 AOA Health Care Leadership Award
Rep. Herseth Sandlin (D-SD) was recognized for providing important leadership on health care policy issues by doctors of optometry from her state and their national organization, the 36,000 member American Optometric Association.

Obituary for Dr. Owen Tommeraasen
Madison - Owen Tommeraasen, 84, died Aug. 11, 2009 at Golden Living Center. Services were held at Trinity Lutheran Church and burial with Military Honors was at Graceland Cemetery. Visitation and a Prayer service followed by a Public Masonic Service were held at Ellsworth Funeral Home.
He was born Nov. 1, 1924 at Larchwood, IA to Cornelius & Ester (Stonebraker) Tommeraasen. He graduated from Inwood (IA) High School in 1942 and attended Morningside College in Sioux City, IA before joining the US Army Air Corps. Owen was a bombardier & navigator during World War II, earning several awards including a Purple Heart. He remained in the Air Force Reserves and retired as a Lt. Colonel.
Owen graduated from Northern Illinois College of Optometry and married Jean Buxengard on Nov. 21, 1948, at Spring Grove, MN. He was an optometrist in Rock Rapids, IA, before establishing his permanent practice in Madison from 1949 until retiring in 1995. During his practice, he was joined by the late Dr. Monty Friedow and the current owner, Dr. Michael Brooke.
Owen was a member many organizations including Trinity Lutheran Church and the SD Optometric Society. In 1962, Dr. Tommeraasen was President of the SD Optometric Society. He receivied the Distinguished Service award in 1996 from DSU.
Survivors include his wife Jean; two daughters, Anita (Greg) Jung & Holly (Patrick) Moser; two grandchildren, Nick & Mandy Jung; sister-in-law, Marilyn Tommeraasen; and two brothers-in-law, Dale (Sharon) Buxengaard and Lyle Buxengaard.
